The Astoria is a 240 unit, 6 story elevator mid-rise luxury condomiium in Arlington, VA, in the Rosslyn area of the county.
CFM's initial contract with The Astoria began on December 1, 1990. Built in 1987, The Astoria was ready to examine every aspect of its operations and all of their contracts, most established by the developer controlled Board. In addition, the Board felt that personell turnover was excessive.
The Astoria asked us to install a Building Manager from our staff in August 1990, in advance of the contract date, to establish a baseline of service and performance. We then began a systematic review of all operatons and contracts.
The immediate and sustained results included:
- An electricity conservation review that resulted in a 34% reduction in electricty costs over the next 4 years, primarily by a scheduled retrofit of the hallway lighting fixtures. Electricity costs in 2004 remained 20% below the 1990 level.
- An aggressive risk control program and property insurance bid-out that resulted in a 25% decrease in premiums by 1992. Insurance costs did not return to the 1990 level until 2001.
- A new 1991 trash removal contract, including the then novel idea of recycling, which reduced costs by 26%. Trash removal costs did not return to the 1990 level until 1998.
- Our analysis of the 20% increase in assessments approved in 1990 for 1991, which concluded that the increase was unnecessary. As a result, we were able to maintain assessments at the 1991 level through 1999, while increasing reserve funding by 47% during the same period.
Through the years, CFM has addressed both minor aggravations and major renovations:
- The minor, but constant, aggravation of poorly designed curbings in the garage vehicle entrance were corrected with the insight of a knowledgeable contractor. The 1991 corrected curbings releaved damage to curbs and grounds, wear and tear on vehicles, and the constant erosion of the grounds adjacent to the old curbing.
- The 1993 $xxx balcony restoration project was desiged, implemented, and supervised by CFM staff to correct balcony railing defects and apply balcony coatings to minimize future deterioration.
